I agree with you, but I'm not aware of anything better in the public domain. The content is public domain text from U.S. Library of Congress Research Division's RUSSIA - A Country Study.

Hum, this article is quite bad. Usually the work put out by the U.S. Library of Congress Research Division is a lot better. I'll just redirect it to Economy of the Soviet Union#Economic development, which I wrote and can attest to, if that's alright with you. 172 15:51, 6 Jul 2004 (UTC)
