While in most democratic countries the work of the UNCHR and the UN High Commissoner for Human Rights, to whom the Commission advises, is seen as helpful for the worldwide human rights situation

The above is an unattributed point of view. Who are the people who see the work as helpful? Or can you provide an example of such "helpful" work?

I know about the situation in Germany, here the sentence is definitly true, and I couldn't find press releases etc. stating otherwise. The great critique re UN organisations seems to be an US speciality to me. -- till we *) 13:15, Aug 15, 2003 (UTC)
