Oh, it's just the style guide. Hong Kong at that time was very definitely British and that's the format any article for that place and time should be in.
More important to have the information and sourcing than to worry about the precise formatting. I'm just a nit-picker - what drew my attention was the article in front of the ships. It's OK to say "the USS Constitution", but "the HMS Victory" grates, because the HMS is for His or Her Majesty's ship and "the his" is not proper English. Kind of arcane, but it's in the style guide too.
