Twin Cities, as a capitalized term, is usually used in the English-speaking world to refer to Minneapolis-St. Paul. Thus, it should redirect to Minneapolis-St. Paul. "Twin cities" and/or "twin cities" are generic terms that should redirect to the generic twin cities article. 99.9% of the Google references to "Twin Cities" (excluding the wikipedia articles) are about Minneapolis/St. Paul. This isn't a "bias" but simply reflects common usage.
