The pact is still working to this day, so if the soon to be King Willem-Alexander decides to act on this pact, Luxembourg will have to listen to it and follow him. However, since the next in line after him is his oldest daughter, this pact still remains useless unless the rules are directly changed after reclaiming it. Which can be done only by the King of the Netherlands. However this will play out, the flag Luxembourg uses will not be changed. This is directly linked to the Kingdom of the Netherlands and is part of the pact and thus unable to be changed unless ordered by the Kingdom of the Netherlands. 2) Why is it only the King of the Netherlands and not Queen regnant who can "act on this pact"?

3) How does it correlate with the status of Luxembourg as an independent state?

Luxemburg refused to have a Queen rule over them, which is the cause for them to part with the Netherlands. Luxemburg is since then a dukedom, they can rule over that land but with restrictions. Such as they have to use the Dutch flag with the blue color lighter then the orriginal. Also was included as one of the rules that once there would be a king, they would have no other option then to merge with the Netherlands again if this new king ruled so.

4) Does Luxembourg recognise Queen Beatrix as the Head of the House of Nassau?

They only want a king to rule, not a queen. However, they do reconise Queen Beatrix as the Head of the House of Nassau.
