"Deliriant isti Romani" refers to a latin proverb which says, "They are mad, those Romans".
Now, the 10 month of the Roman calendar refers to Decembris as indicated by Roman calendar. Decembris being as what we know as December.
The thing that first comes to mind is our holidays, and the biggest is Christmas. But we're talking about the Romans here. First I thought, well, based on the article in Roman calendar if the months and the system was different, then maybe it's a different holiday.
Christmas is not a Roman invention and would not be the biggest holiday to them. From the information that I found from Rome, I believe the answer is Immaculate Conception which is celebrated on December 8.
