A misspeak is not necessarily a colloquialism, even if said by the President

No, but it can become a colloquialism (or something like it) if it passes into wide use. Just browse any discussion forum, especially politcal and technical ones (slashdot, atrios, dailykos for example) and you'll see "internets" used commonly as a derisive way of implying that someone is ignorant about technology.
