NB, most of the articles (in the X, X, X format) are subdistricts, that is, they may be individual villages within "towns" (sort of like a county) or individual neighborhoods within real towns and within cities. Most such areas in Japan do not have their own articles, and an article may not be appropriate for many. (most of the ones that do are in Tokyo, I think). Ones with more dense populations or with historical reasons they should be treated separately from the larger prefecture-level subdivision they are a part of might be good candidates for writing, or ones with a distinct regional identity (such as ones that are individual villages, such as Kubura or Sonai in Yonaguni).
