Are you sure the Mill Creek Neighborhood is not in Salt Lake City proper? It is north of I-80 which should be city property. If Mill Creek is not, then Cottonwood, which is south of Mill Creek, certainly would not be. Now that I think of it, that makes sense, as Cottonwood is outside the city and is an unincorporated area of Salt Lake County - Taxman 23:54, Jun 9, 2004 (UTC)

Millcreek recently formed its own township, independent of SLC. In addition, Millcreek township is located south of I-80 while Cottonwood (I believe) is located north of I-80. Look at Cottonwood High School; it is just north of I-80, at about 2100 S and 1500 E. I'm not positive about Cottonwood being part of SLC, but I'm sure that Millcreek township is outside of SLC.

It depends on how you look at it, too. Millcreek township could, I suppose, be considered different from Millcreek "neighborhood", though I would think the two will now gradually become considered as the same thing.
