NPOV tag

I added the NPOV tag because the article seems a little too matter of fact about using terms such as "failed state" and "no functioning government" with little to no qualifiers. I hope the tag gets someone's attention hopefully the orginal author and this can be fixed, if not I'll come back later and try to help. Arminius 00:27, 6 Aug 2004 (UTC)
